6.2.1 Governments

While most organisations in Aetolia have a simple democratic government wherein you contest a leader for their position, not all work the same - some aren't even democratic! This help file is intended to list any organisation that differs from the norm and how they do so.

The City of Spinesreach
-----------------------
Spinesreach is a total theocracy with no elections. Instead, leaders are appointed by divine mandate at regular intervals.


The Council of Duiran
---------------------
Duiran's ruling council (the Speakers) positions are from within each of their three guilds. Only a guild member can contest for their guild's Speaker, but everybody within Duiran can vote in the resulting election. There is also a fourth Speaker position independent of the guilds that anybody in Duiran can contest for.

Duiran's leader (the Voice) is determined via election among their Speakers. Any one of the Speakers can choose to contest the incumbent for the position of Voice, which will go to the entire Council for voting.


The City of Enorian

Enorian's ruling council (Heralds) are selected through democratic elections, with the exception of the fifth seat which is always held by whoever the current Cardinal is.

Enorian's leader (the Vanguard) is decided amongst their Heralds. Each Herald gets one support vote which they can cast for another Herald (including themself!) via SUPPORT <person>. A Herald that gets at least three support votes will be appointed to the position of Vanguard.


The City of Bloodloch

Bloodloch's ruling council (the Thronekeepers) positions are from within each of their three guilds. Only a guild member can contest for their guild's Thronekeeper, but everybody within Bloodloch can vote in the resulting election. There are two additional Thronekeeper positions. The Throne of Flesh is a fourth throne independent of the guilds that anybody in Bloodloch can contest for. The fifth, the Throne of Ashes, is unique even amongst other governments and will be detailed below.

Bloodloch's leader (the Tyrant) is determined via election amongst their Thronekeepers. Any of the Thronekeepers can choose to contest the incumbent for the position of Tyrant, which will go to the entire city for voting.

The Throne of Ashes mentioned above is a unique position upon the Bloodloch ruling council determined by might and might alone. Therefore, any contenders for this position must BATTLE <person|VACANCY> FOR THRONEKEEPER OF BLOODLOCH. This sets up an automatic double-elimination knockout duel in the Bloodloch arena, the winner of which will gain the right to challenge the current holder of the Throne of Ashes to their position.

- This costs the same 10k gold fee that normal contesting does.
- This will set up an entry on EVENTS for an automatic double-elimination knockout duel in the Bloodloch Arena the following Saturday at 23:00 GMT (one hour before howling).
   * If the following Saturday, 23:00, is less than 24 hours away, it'll be the next Saturday instead.
- The city can request the patron to change the date/time as needed.
- Everybody that wants to participate in the duel and gain the right of challenge MUST also do this command BEFORE the arena opens.
   * Thronekeepers, of course, cannot participate.
   * This includes the Thronekeeper of Ashes since the duel is battling for the right to challenge them.
- There will be an entry on ELECTIONS you can view to see current signups. You cannot vote in this election; it's for viewing purposes only.
- At the appointed time, the arena will open for the participants to join for 5 minutes before it automatically starts. If you miss this window of joining, you're disqualified.
- This command has the same soft/hard cooldowns as usual contesting; refer to HELP ELECTIONS.
- The command also has the same playtime restrictions as normal contesting. 
- Winner of the duel gains the right to challenge the Thronekeeper for their seat.
- If nobody else puts their name forward when the duel comes around, you will gain the right to challenge the Thronekeeper by default.

The person that gains the right to challenge the Thronekeeper can:
CHALLENGE <target> FOR THRONEKEEPER
- This must be done with both of you standing at the Bloodloch Arena, like a regular duel.
- This is a best-of-three duel. You will respawn in the arena upon death with a grace time on your first death. i.e., the first person to get two kills will take the Throne.
- This duel has the same effects that a knockout duel has. i.e., battle hunger and bloodlust effects if it goes on for too long.
- Your right to challenge expires after a real-life week. If no battle takes place, then the winner will be manually decided by the city patron.
