Before we appoint a real council, Bloodloch promised to see if it is
possible to make some of our militia members Viziers so that they can
run amok in the city even more so then they have already. To do this we
need someone already a citizen of Enorian to citizen these people.

If you are willing to do this, you get to be a Vizier, are promised
Bloodloch citizenship after the occupation if you wish it, and a
