Clarification of Ashtan laws

Ashtan wishes to make the same clarification regarding the sewers in
Ashtan as Shallam has done with the sewers in Shallam.

Ashtan laws apply in the sewers. Anyone committing crimes that violate
the laws, which can be found in HELP LAWS ASHTAN will be punished
accordingly.
