Sewers

Forgive me if I am missing a major point here.
Eh hem. It seems to me that the Sewers of a city should not, by any
means, be considered part of that city. The city boundries are usually
thought of by the extent of where guards can go. Guards can not go into
the sewers of any city.
In fact, the sewers are not even territories controlled by a city, as
troops cannot go there. Now if the cities of Ashtan and Shallam decide
that they can extend the protection of their laws to a place that is not
strictly part of the city, what is to stop them from extending it even
further? To making even territories controlled by the cities protected
by the same laws? Pretty soon everyone would be an enemy of all the
major cities.
And the statement that I hear alot, about how if you're in the sewers,
you must have gone through the city is idiocy. You could have portaled
there. And so what if entering the city before hand is usually the way
to enter the sewers? If we let them do this on -that- premise, then
what's to stop them from saying that you have to obey the laws of the
city for at least 5 minutes after leaving?
Eh, I probably made no sense, but I just felt like pointing that out.
