Attendum to the Laws of Shallam:

Be it known to all that from this day forward the Sewers of Shallam,
which one must pass through the city of Shallam to reach and by all
rights are part of our city will be considered under the jurisdiction
of Shallam law, and any crimes committed against persons, law protect
guests, and Shallam loyals within said sewers will be considered as
having been committed above ground itself.


This is to clear up misunderstandings and a grey area which has existed
concerning prior crimes and their punishments within Shallam territory.
Shallam will henceforth make no distinction between the two, as voted
on and agreed by a majority of the ruling council of Shallam.

Note: Lest there be any misunderstanding the murderous thugs which
inhabit the sewers are not considered law protected guests as they are
common criminals.
