Artifact cart transfer costs

Hi folks,

Just a small update to the website artifact cart. I’ve changed it so anything purchase from the cart going forward is eligible for a one-time free power transfer without the usual 25cr cost.

This of course is still subject to the power being transferable in the first place – not all powers can. The ARTIFACT INFO command will inform you whether or not a power can be transferred.
