Cities will now be able to pit their might against each other monthly!

Every month, starting November, on the first Sunday of that month, a
Capture-The-Flag event will be initiated automatically at the Howling.
It will have a preperation time of five minutes before it is started,
and will last for 60 minutes.

The winning city will receive the Ulgar Atlas, a statue which grants
endurance regeneration to citizens in the room it is placed in, and
TOUCH-ing it will grant citizens the starburst defence. The statue will
be placed in the city leader's inventory, so they can drop it in a
location of their choosing within the city.
