Players may now transfer artifact powers from one artifact to another
for a standard cost of 25 credits. Please note that this transfer
follows all of the same restrictions that adding a power to an artifact
normally does, and further, if an artifact that a power is removed from
no longer has any powers remaining on it after the transfer, it will be
destroyed.

Please let Me know directly and immediately if any problems are
encountered with the artifact power transfer system.

For reference, the syntax is:

BUY ARTIFACT POWER TRANSFER <power> FROM <old artifact> TO <new
artifact>
