In order to accommodate stables in houses, havens, and buildings we have
added a new command and changed some old ones.

There is now a STABLES command which will display all the stables you
have permission to use.

Stables in player houses and havens can now be used by anyone who has
been allied by that player.

Instead of using the city name or HOME to return mounts, you will now
use the room name listed when you use the STABLES command.
