I have set up Duiran to be able to place buildings within the Heartwood.
All Benandanti have permissions set to do so and gold will come directly
from their treasury.

I have removed the ability for clans to own buildings. Clans wishing to
have a building can rent a building from a city or Duiran. The city or
Duiran will retain ownership of any building the lease or rent to any
player or organisation.

Cities are permitted a maximum of 40 buildings within their boundaries.

BUILDING LIST and BUILDING LIST CASTLES will give detailed information
to city leaders about the status of buildings within their
organisations.
