Brooke, you have been mis-informed

The referendums were created simply to garnish opinion on the topic of
disallowing the citizenship of the mentioned classes.

At no point in the referendums did it say this was GOING to happen.

Also, it hasn't been decided to be, "set forth," it has been decided
that the long avoided talks of these motions being passed would now be
discussed in the open. Now that the city has garnished its opinions, and
the referendums have been closed, debates will begin, and the leadership
will decide what is best for the City of Light.

Don't lie to gain members for your dying city, Brooke. Find a guild or
crumble trying.
