To the Divine of Sapience, and to Their Orders:

Let it be known that the Council of Duiran will accept petitions for the establishment of shrines within the Heartwood.

Any Divine or Divine Order seeking to raise such a shrine may petition the Singer of Perennial Growth for consideration of placement and terms.

The Council of Duiran recognizes the sovereignty of each God over Their own domains and acknowledges the wisdom that may be drawn from many faiths. By longstanding declaration and renewed affirmation, Duiran is a polytheistic council, and all Sapient Gods are seated upon its Divine Advisory.

This recognition is made under a single, inexorable truth: Dia'ruis, our blessed Lirathyar, Plane of Life, is the Divine Patron of Duiran and stands first among all. All shrines raised within the Heartwood must exist in harmony with Her mandates and the covenants sworn in Her name.

Shrines whose usage stand in conflict with Dia'ruis, or with the Council's stewardship of the Heartwood, shall not be permitted.

No shrine shall be raised within spaces deemed sacred and inviolate by the Council. Each petition shall be considered individually on its own merits.

Those who wish to proceed may submit their petition in writing or in person.
