burning and exterminating

As you said, we're not democratically elected, we're appointed by two of
the Divine - the reason behind this is twofold. (1) If we're ever deemed
to be abusing what we're responsible for, we can be removed immediately,
and (2) Because we're not an organisation here to serve the wishes of
its members, we're here to protect Nature.

You said Haern authorised mass exterminations? I think you may be
confusing exterminations with the burning of undergrowth. Its quite
simple: controlled burning according to the teachings of Haern are okay,
exterminations are bad. As a former member of the order, you should know
this.

The fact that we have lowered the levels of our "demands" is a
reflection on a change in leadership. A change in leadership which you
yourself said we'd need to "go democratic" to achieve. No fines are
being imposed because we know that it is more important for
exterminations to end, than for us to get compensation.

This is the conflict Spirokai can never win, because we cannot "go
lower". You can exterminate every forest location everywhere, and kill
every Council member a dozen times over - but we cannot give it away, no
matter how cleverly you attempt to show that we do in fact own it. The
fact remains that if we tried to do so, there would be a rather quick
change in the leadership of Duiran.
