I'm not going to go point out flaws in your post as others have done (or
not quite done, as the case may be). I'm just going to pose a single
question I feel is relevant.

When the Duiran Council offered a pentalty of a fine, and three-year
time period, you found the time period to be unacceptable. That I
understand, but how did you possibly come to the conclusion that more
exterminations would help even the tiniest bit?

Personally, I think this was handled very badly by the Duiran Council.
Very badly. But I also think YOU handled it far, far worse. And every
time you exterminate now, I see the chance of a resolution become less
and less likely.
