This is a reminder to the general public since now hiding skills are now
part of some race's abilities.

Hiding has not been allowed in Enorian since I can remember, shrouding
or just plain hiding. This now also extends to citizens and non-citizens
alike.

For the safety of shopkeepers, no hiding within the walls of Enorian is
permitted by ANYONE, ally or enemy or even citizen.

Until this is changed, the same warnings and fines will be given out to
anyone caught doing such.
