Clarification on Section L. of the Law Makers Position in Enorians Laws

Dear Brunneng, and the rest of the Druid community,
First of all, I'd appreciate it if you did not selectively choose pieces
to quote, since it is clearly giving a wholly different kind of
impression. The whole of Section L. of the Law maker's Position (which
deals with groves) is as follows:

L. Groves
In order to imprint a grove in Enorian, you must have the approval of
the city's ruling council. Anyone found with an unauthorized grove will
be enemied until the imprint is removed.
Groves can only be created on private property with the permission of
the owner, and not outside of it. They are not to be created on our
streets, inside our buildings or other public places, at the cost of a
fine of 5,000 golden sovereigns. Exceptions can be made on this law at
the discretion of the Ruling Council and/or the Minister of Security.

Second, the first paragraph of that law has already been in place for
several years. I can not recall any druids complaining about it.
Third, the second paragraph was brought into existence due to your the
druids OWN doing, Brunneng. Around two years ago, one of you saw it fit
to turn Four Corners into a jungle by using your skill of Grove
Creation. Turning one of our largest points of gathering into a jungle
is something we had assumed druids were smart enough to understand would
NOT be appreciated. Clearly, we were wrong and thus we amended our laws.
Fourth, some clarification in the case our laws still aren't clear to
you.
Imprint? Ask permission from the Ruling Council.
Creation? Only on private property, and outside you need Ruling Council
permission or that of the Minister of Security.
Porting? We have no issues with it.
If you have any other points you'd like to bring up, please do so in
