In accordance with the City of Ashtan's newest law effectively banning
all Spirean citizens and its allegiant organisations from the isles,
citizens of Ashtan are no longer welcome within the walls of the City of
Spinesreach, and furthermore have no protection under our laws.

I imagine that was simple enough to understand for everyone. There will
be no more warnings to those who have already been informed.
