The citizenry of Enorian has ratified the Constitution to add the
following law:

Any non-citizen of Enorian wishing to build a private home on Enorian
soil must seek the approval of the majority of the Enorian council. Any
who build without permission will have their house locked and guarded,
and the owner will be charged with trespassing.
