Your audacity shocks me. It has been some time now since you have
announced the 'rebirth' of House Bouchard, and not once have you had the
courtesy to seek the blessing of the Imperium. As you very well know,
the Imperium is burdened with the responsibility of protecting the
dignity of the Blood, and therefore we find your lack of communication
unsettling. In order to facilitate our mission, I have drafted a treaty
between the Imperium and House Bouchard, which I shall be mailing to you
shortly. I am certain that our goals are similar, and once your House
comes to their senses and pledges loyalty to the Imperium, then we shall
go about achieving them together.

Also troubling is your adoption of certain Imperial criminals and their
brood. We do not wish for ill will to be fostered between any Houses.
Once those 'problems' are dealt with, however, then we can begin the
process of cooperation. I look forward to your response, 'smooth
criminal'.
