Recently one of your Viziers has pledged war on the city I am sworn
to protect simply for not having a law in place that he wishes to
use to his advantage.

When you handed over control of the city to the appointed and elected
Archons, you and I had agreed on the full independence of the city
from then on.

Threats of 'razing Ashtan to the ground' will not be taken lightly,
particularly when they come from one of your ruling council who is
known for their brashness and lack of composure and intelligence.

I invite you to enter yourself or your Ambassador into negotiations
with Ashtan or to simply offer an apology for the actions of your
vagrant Vizier. I caution you however, that they will not be
considered negotiations if you hide a penalty of war behind failure
to comply to any terms.
