Duiran Defences

You have a very good point Anya, and it has been realised. For quite a
while the Council has been discussing just how to handle this problem.
And while we haven't come to a conclusion yet, it is beginning to form.

We may not even write a set law regarding how to deal with people
attacking either the wilderness or the citizens of Duiran. Every
situation is unique, and so one solution can't be applied to such a
range of offences. Most likely, we will decide to deal with each
offender individually, giving a punishment that we see fits the crime,
maybe even no punishment.

If a citizen of Duiran is killed, and its just a coincidence that he's a
citizen, there will likely be no punishment. If a citizen is attacked,
runs into the forests and is killed there, action may be taken. If a
citizen is killed 'for' being a citizen, there will be action taken.

Duiran can only carry out its responsibility of protecting and guiding
the wilderness if we are ensured of our safety. Citizens of cities
proper, conduct their business within the city limits, and have written
laws to ensure this business is conducted in a relatively safe
enviroment, to say this should be any different for citizens of Duiran,
who spend most of their time within the forestal boundaries, is
ridiculous. Should people expect free passage through the forest they
should be more careful in the targets they choose.
