Your citizens are hunting and slaying my citizens because we have
enacted laws to protect Shastaan. Killing our citizens because your
citizens don't like our laws will not go unpunished.

I've decided I don't like that Bloodloch automatically enemies everyone.
Therefore, until that law is changed and/or revoked, I will be slaying
all Bloodloch citizens.

Of course, you could always just have your citizens stop hunting mine,
but where's the fun in that?
