This is specifically why I want to know what Ashtan stands for. How are
other guilds and cities, or the Council of Duiran for that matter,
supposed to interact and react to what Ashtan is doing, without knowing
what is motivating Ashtan's decisions?

I would wager that Ashtan can't really make decisions or take actions
without knowing to what ends those decisions are being made -towards-.
Without motivation or a goal, why bother doing anything at all?
