Greetings,

The City of Enorian is not seeking to cause financial hardship to those
who own shops in Ashtan.

To permit the city of Ashtan to re-open the shops located withen its
walls, the City of Enorian has decided that we will not capture any more
shops. The shops will be allowed to remain the Ashtan's.

We make this offer to provide further evidance that it is not the goal
of the city of Enorian to bring destruction to Ashtan, but rather to
bring the city a chance to thrive.
