My little Utansi, it seems that there has been some confusion of late,
that mainly being you attacking members of Fira Et Lumina. I recall at
one time you begged for our sanction from within the walls of the Reach
and now it would seem that since you have become a member of the Loch,
you have grown perhaps a spine and in the back of your mind a little
voice whispered, hey, let's break the truce that has protected all of my
House. Fine, it is done, as you wanted. ALL Nebre'seir are removed from
sanction, no longer can you remain outside of a city as Housed, you are
all rogue in the eyes of those who follow the cause.

Nebre'seir, this is your first warning, you shall seek haven in the
cities, leave Nebre'seir and join a sanctioned House, or embrace your
true form.
