First off, plants that grow inside the city belong to the city. If you
are not a citizen you need permission to harvest. Failure to obtain
permission is considered theft and you will be charged a fine under
theft laws.

Second, Ashtan has its own policies regarding what should grow where, if
you find a room with 0 of a plant in it do not replant. Notify either
myself, an archon or a minister.
