Combatants within the walls of Shallam

To this date many combatants in the present war have been using Shallam
as a sanctuary, due to our status of neutrality. Earlier this month an
incident occured with one such involved combatant, requiring the
revocation of his guest status in Shallam.
I now state that all non-citizen combatants in this war are hereby
prohibited from using Shallam as sanctuary. Citizen combatants are not
permitted within the walls within a quarter-day (15 minute span) of
their last combat. The sole exception to this policy is in the case of
non-citizen shopowners who may stay within city walls while attending to
their shop. No other exceptions are to be granted.
Any who ignore this declaration will be asked to leave, and upon refusal
charged with Bedlam and a 5k fine, as well as a mandatory enemy status
for the duration of this war.
