about Strung not attacking a known Shallamese, the answer to all this
is very simple:

Each guild instructs all newbies to become part of the city of Shallam
until such time as they can defend themselves. Perhaps the overcrowding,
and constant babble on the city's communications systems will finally
have the impact that fair play and decency have not.
