Culture Ministers may now CITY SANCTION [HERE|vNum]. It costs 1million gold and a city may have a maximum of three.

A room sanctioned by a city as a Gathering Place will stop the hunger and tiredness increases for everyone there, provided there are four or more people present. This way groups may RP to their heart's content. I will explode people who find ways to make it combat-useful. I recommend each city pick obvious gathering areas for maximum impact for all players in the city.
