There is large shop imbalance in Aetolia and it has come time to rectify
the problem. Here is the current shop distribution.

Delos : 12
Enorian : 31
Bloodloch : 16

Total : 92 shops

That is really a heck of a lot of shops. I have no idea how Enorian
ended up with 31 shops as this was before my time. There is no way we
are going to allow all cities to have 31 shops.

We are asking for shop owners in Enorian to move their shops to other
cities. Cities will have a limit of 20 player shops. This means eleven
Enorian shops will have to be moved. First come will get first choice.
