A few changes requested from the recent Guildmaster Meeting.

- GTS will only be for those who are Guild Rank 3 or higher.
- Guildmasters can change the Head of Novices title.
- Guildmasters can change the novice channel name.
- The Head of Novices can now use the GUILD COMPOSE NOVICES command.
- Guildmaster and Secretary favours are now worth a bit more.
- Remove the quiz part in the intro as some guilds are not equally
represented.
