ALL cities and communes derive their Divine Advisory from the set of
people in the organization. If there aren't enough followers of a single
patron, that God/Goddess is no longer considered part of the patronage of
that organization.

Therefore, Duiran. Yes, Slyphe no longer has enough followers in Duiran.
And therefore, She is no longer considered a Patron of Duiran.
