- The war system has been theoretically disabled. There may be a few
things lurking that I'll get over the course of the day.

- Cities no longer have the option to purchase troops

- Cities can no longer make treaties. Most previous treaties are gone
(strangely enough the treaties that were for 'peace' still exist.)
- You can be Minister of War (useless position at the moment) and
Minister of Security without being in the militia. Aides are likewise.

- For all cities, conscription (which now only goes towards guards) will
be 50/day. You can have a maximum of 500 guards at once.

- The territory capturing has been completely reset for every city. If
you have having trouble placing guards in your home city without your
flag there, let Me know.
