- Clan leaders can now set something called semidemocracy. It is a step
between total despotism and full democracy. The syntax in HELP
CLANLEADERS. It is PERMANENT and allows a clan to have elections only
when the clan leader has become inactive (in this case, 30 days gone).
The democracy tag obviously overrules it.
