Instances change

I have just finished putting together a significant change on how
instances work.
Previously, instances were pretty much a safe haven from other players.
This brought about a few concerns about just hiding out in an instance
to bash safely without fear of being killed by another player.
This change will address that issue, as well as fix up some
issues/exploits that allowed people to bash their instance and then
bypass the timer by getting someone else to create a instance for them.
There is a new command: SYNCHRONIZE <target>. If you synchronize with
someone and attempt to enter an instance they are in, you will end up in
their instance instead of your own. You can SYNCHRONIZE NOBODY to stop
this.
However, if you already have an instance open, you will still go to your
own. This includes cases where you may have synchronized with someone
differently previously, entered their instance, and unsynchronized.
With this change, Webs will no longer form the basis of instance groups.
Everyone wanting to enter an instance with another will need to
synchronize someone in that instance. Once in, Webs still work as normal
for experience sharing.
