House Leaders can now create and edit Announcements for their House
using the HOUSE ANNOUNCE <syntax> command. House members can view these
messages at any time (they are displayed upon login as well) by using
the HOUSE ANNOUNCEMENTS command. Announcements are configed to the
Messages color config, while the House Announcements border is configed
to the House Tells color config.
