Divisions can no longer be harmed except by other divisions; nor should
they attack anyone except other divisions. The main reason for this is
that some divisions were getting confused about whom they were angry
with in large-scale battles where players got involved. However, it was
also never intended that player attacks be a significant factor in
battles between hundreds of troops.
