Yelling, shouting, murmering, or otherwise announcing that you are
conducting a raid does not give you any special right to attack people
you wouldn't otherwise have the right to attack. It changes nothing, in
fact. HELP PK specifically addresses the reasonable expectations of who
can and should be attacked by whom in the event of a "raid" on a city.
