CITY LOCK and CITY UNLOCK can now be performed both by the Ministry of
Occupation and the Chancellory of the occupied city.

Also, it's bad form to CITY LOCK a person out of their own house. Please
don't do this except in extreme cases where the house owner is a city
enemy and a demonstrable threat to the citizens of the city.
