Summoning abilities

Summoning a city enemy into a city from more than one room outside is
considered a criminal act, and will result in the summoner's being
automatically branded an enemy to the city. Some people had found a
loophole to get around this and use the cheap tactic of summoning
enemies to city guards. That loophole has been closed; now, bringing an
enemy into the city from more than one room outside will result in the
summoner being enemied, whether the enemy was summoned directly or
following the person who was summoned.

In addition, a number of (but not all) summoning abilities will no
longer bring the summonee's followers along with the summonee.
Basically, every case where it makes sense that followers would/could be
brought along (a magical door opens, etc.) was left alone. The cases
where it didn't make sense were changed to transport only the one person
being summoned.
