In regards to 'Order treaty # offer' - I meant to say that 'mutual
defence' and 'full alliance' should not be terms that are offered in
relation to 'official Order wars'. This means that you can offer these
terms for instances outside of Order wars, such as a clan defiling
shrines, for example.

Also an amendment to: If a city militia member is slain as a result of
an ongoing Order war. They cannot be 'avenged' by their city. They can
be avenged by other Order members however.

Friends, clan mates and family also cannot 'avenge' their fallen
friend/clan mate/family member, if the death is a result of an Order
war.
