Various notifications in regards to Administration stances

It has been brought to my attention that players have been involved in
'unofficial' alliances between Order's, so that they could help out in
Order wars. I am going to set the Administrations ruling on this matter
straight once and for all:

When the Order was system was primarily designed around a 1v1 Order
conflict to keep things 'fairer' and 'more balanced'. When the Treaty
system was later introduced, it was designed so that Order's could not
use the ORDER WARTREATY PROPOSE/ACCEPT commands, effectively making it
so that Order wars would remain 1v1.

It is now the Administration's stance that players belonging to an
uninvolved Order, or no Order at all, who assist with an official Order
war in anyway, shall be punished. Much like non Militia members
assisting Militia members during a war get punished.


This means that while normal 'order treaty # offer' works, it is now the
Administration's stance that terms such as 'mutual defence' and
'complete' should not be offered/accepted. As such terms would
'technically' allow an Organization to provide aide to an Order within
an Order war. The reasons for this ruling are stated above.

I also need to clarify a few points with all the conflicts taking place
at the moment:

- If a city militia member is slain as a result of an ongoing Order war.
They cannot be 'avenged' by their city. They can be avenged by other
Order members however.

- If a city vs city war is taking place and one of the cities involved
has an alliance of any sort with another city, for example Bloodloch
declaring war on Ashtan when Ashtan has a defensive treaty with Duiran,
then Duiran's militia can help Ashtan's militia in times of defence,
without Duiran having to declare war on Bloodloch. The catch is that
Bloodloch can only target Duiran members that are -actively' helping
defend Ashtan, not their entire Militia.

- Major shrines should not be placed within the following places:
Cities, City Sewers (this includes Ashtan's Eaves), The Chaos Plane,
Nirvana, Novice Areas, Grove Isolation, Guildhalls, player owned houses
or within Temples (with the exception of the Master Shrine).
Furthermore, they should not be placed within locations that 'enemy'
order's cannot get to.

While most of these places should already prevent you from placing major
shrines within them (Buildings such as Guildhalls and player owned
houses, as well as cities.) Nirvana, the Chaos plane, Isolation and
Temple's can still house shrines. So if you have any Major shrines
within these locations, or locations that enemy Order's can not access
(special exits keyed to org membership, or living/undead status, etc),
please decanonize them now.
