To the city-states of Sapience, and all naval vessels within her nearby waters,

Whispers and rumours have begun to circulate in light of the recent happenings within the Nazedha Empire, specifically concerning its newest Empress and Emperor rising to power.

While we work to sort out the details of what this reinvigorated Empire's plans might be, or whom they may first target with their efforts, the city of Esterport and its naval forces must impress upon you the danger that a united set of Nazetu tribes has the potential to be. The state of the Nazedha Empire, after the fall of Baelak Shipbreaker, still offered many naval vessels trouble out upon the open waters of Aetolia - a unified nation, something many scholars believed to be beyond the Empire's grasp, increases their power by orders of magnitude.

Should you come across these vessels within the open waters, heed our advice and warning both: give no quarter. Sink them to meet the Serpent's kin, that they may forevermore be crushed and cast off to the forgotten reaches of the seas.
