A few changes to provisioning to match up with the new farming sizes!

Orders now come in small/medium/large/huge/industrial, or s/m/l/h/i.

The size brackets are different... basically, in terms of % of a farm, it was 20%/50%/100%, and now it is 33%/66%/125%/250%/500%. That means a Huge order would be between 1.25 farms and 2.5 farms of output.

I've also increased the odds for orders to be placed, which should increase the total number.

Also, I think I fixed the bug with orders not expiring and instead just rolling over.

PS. I intend to increase the number of orders again, but this is all I can do without a major rewrite of the order generating code. Which I'm in the middle of, so expect next season to be bigger.
