People seem to have forgotten that Ulangi is the Grook homeland.

I believe they have already shown on one occasion that they do not
appreciate the mass exterminations. Oorangi cast a spell on both Ulangi
and the mainland that made it impossible to exterminate. Now those who
exterminate need to buy things to help with extermination. You can blame
Sprout for that folks.

Do not underestimate the natives. They will speak up when they are
ready.
