Ten years have passed since the city of Esterport was the victim of a brazen heist and high-profile kidnapping at the hands of the group known informally as the 'Mourners', led by Hamalis, better known as 'Hammerhead'. Though we were able to procure the safe return of our Magistrate, Zhamakela Ermoki, we have yet to recoup the twenty million gold sovereigns stolen by this group, nor the naval vessel they absconded with as the life of Hamalis came to an end.

While its effects were not immediate, the Esterporean naval ranks have reported ever-increasing incidents of piracy during this time span in the waters around the continent of Sapience and, to a lesser degree, illegal smuggling into our harbor. These reports indicate that it is not merely one ship, though we are firmly of the belief that the stolen vessel is among the most prominent piratical ventures currently in existence.

Due to efforts headed by Inspector Kleines, we have confirmed that the Xorani figure helming the vessel as it disappeared into open waters, and its current captain, is Tynar Osury - oft referred to as the Emerald Tyrant for his decades spent causing havoc upon the Emerald Ocean. Our information further confirms that he, just as Hamalis, was held prisoner within the Demon Blade. Any sightings of this individual should be immediately reported to the Esterport Navy or Ambassador Aaranu. A bounty of two million gold will remain available for his head, dead or alive.

To all who trade over the seas to Delve and the coasts of Albedos: arm yourselves well against these opportunistic wretches. Should a vessel approach your own while flying no colors, seek shelter at the nearest harbor, and do not engage in parley. Our reports indicate they have little in the way of ship-to-ship weapons other than makeshift bombs and shoddy projectiles; use this to your advantage.
