This afternoon, we write to you with grave news and a demand for justice.

The blood of at least one hundred citizens of our Free City now sullies the hands of two of your citizens. Unbeknownst to the missionaries working with the ailing populace, Kurak and Whirran entered our city's clinic and saw to the killing of as many recovering patients as they could before the guards were summoned to detain them. During such a time of trouble, when the odds are already against us in the form of misfortune and catastrophe, servants of your empire have brought yet another tragedy to our doorstep.

Those citizens slain were already at the height of their vulnerability, having just undergone long and arduous treatment at the hands of the Hammer of the Dawn. They posed no threat to your thuggish citizens. They are not soldiers. They are not cultists as it has been claimed. They sought to bring no trouble and likely did not even understand what was happening before their lives were so mercilessly snuffed out.

This will not be forgiven and nor will it be forgotten. We demand that you turn them over for trial and that you make amends as a nation-state.
