Changes to Enorian Criminal Law

The City of Enorian would like to announce some changes to our criminal law. Accused individuals have the opportunity to appeal their enemy statuses by requesting a trial in the Court of Truth. Trials will NOT be offered to every individual who is branded an enemy of the Beacon - the accused individual MUST request one. Regardless of whether or not a trial has been requested, NO change to criminal record will occur - if at all - until the trial has concluded.

There are TWO types of trials that will take place within the
Court of Truth:

Misdemeanor
and
Felony

The Misdemeanor trials encompass the following crimes:

- Vandalism
- Blackmail
- Trespassing
- Forbidden Worship
- Theft
- Kidnapping
- Attempted Murder
- Evading

The Felony trials encompass the following crimes:

- Assault
- Murder
- Genocide
- Concealment
- Obstruction
- Raiding
- Spying/Espionage
- Enslavement/Denial of Freedom(s)
- Treason

Depending on what type of trial is being held, the Judge will either
consist of a Herald, the Commander of the City Watch, or
a Judge within the City Watch. Heralds, City Watch Commander
and City Watch Judges may preside over both Felony and
Misdemeanor trials, while City Watch Magistrates may only preside
over Misdemeanor trials.

| RULES AND REGULATIONS |

- Felony trials will only be conducted at or around the Howling,
to properly ensure the maximum amount of citizen attendance. If
there is an issue with scheduling, please contact the Vanguard
and we will try our best to accommodate.

- Any change in enemy statuses based on GUILTY or INNOCENT
verdicts will be handled either by a Herald or the City Watch
Commander. Aides to Security are prohibited from altering
criminal records in the wake of a trial.

- Individuals who are disruptive or make a mockery of the judicial
process will be removed from the courtroom by a member of the
City Watch, and disallowed to return until court has concluded.
Further instances of disruption will result in being banned
from being chosen as a juror*, as well as facing possible charges
of obstruction.

*Only Enorian citizens may serve as jurors

- Accused individuals who do not accept the summon of the marshal
will be automatically found guilty and the charges will remain.

- Felony trials will be planned exactly 3-5 weeks after the
date the trial was requested by the accused, so time your
appeals accordingly*.

*Subject to change based on available Judges, Jurors and
amount of pending trials.

- Accused individuals who accept the marshal's escort to our
courtroom but then attempt to flee at any point during the trial
process will have a bounty of no more than 2,000gp placed
upon their head and be charged with Misdemeanor Evading.

- Accused individuals are allowed to call at least ONE witness
of their choosing to speak on their behalf. This person must not
be an enemy of Enorian. Maximum of THREE witnesses for both
prosecutors and the defense.

- In the event of a TIE between the votes the jurors cast, an
automatic guilty verdict will be defaulted to. It is up to the
accused to clear their name of the charges which have been laid
upon them, not on the jurors to find their innocence for them.

- Regardless of outcome of the jury's verdict, final say will rest
solely with the ruling council of Enorian.

- The judgment rendered at the conclusion of a trial is final and
cannot be appealed in any way whatsoever.

These rules and regulations are subject to change without official notice to the public, however an updated copy will always be kept within the Court of Truth itself.

As a reminder, Trespassing is a Misdemeanor crime. Living members of Shadow are prohibited from exploring most everywhere within the Beacon aside from the following:

- Commercial District in the Western part of the city, near the Jaru Gate
- The Landward Gate
- The Gardens south of the Landward Gate

Undead and Vampires are forbidden entirely and will be slain on sight.
