Greetings Aetolia. While I wish you all well at this time, I am saddened
at a great many apprent evils, and evils to come, of which we've been
warned. I hope proper sobriety is being practiced, as I personally feel
the months and years ahead will lead us a number of places we can in no
way imagine at this time.

I wish to address a matter some now consider a great evil in it's own
right, and the relation to Shallam. This is my public declaration. Late
in it's coming, I am told, but here it is.

After discussion with the council, and attempting to ascertain the facts
of the matter with various councils, as well as the Divine, I wish to
publicly state that Spirokai is no longer considered a law protected
guest of Shallam. Thus, incursions against his person in Shallam are not
punishable under law. However, if any harm comes to a citizen of Shallam
inside her walls, even if it was mistaken and peripheral to an attack
involving Spirokai, proper legal action will be taken against the
offender. I would personally prefer you remove him from the city before
attacking him.

Further, on the matter of enemying Spirokai from the city. He has broken
no law of the city, and thus will not be enemied. If someone feels they
have proof to the contrary, or a scenario which would transed the normal
keeping of the law, you may present such to me, but I would ask that you
please do so with a letter. If you consider this matter important, the
miniscule monetary incursion should be of little import to you. I will
not consider any corrospondence regarding Spirokai in the form of
messages. Also, in the absence of a security minister, these letters are
to be sent to me, not any random council member. If you wish to send a
duplicate letter to the other members of the council, that is your
prorogative. But make sure a copy makes it's way into my hands.

In closing, I will add that the laws of the city will be in no way
manipulated to simply find an ends to appease the masses of the realm.
Our laws are in place, and we will act within the laws where applicable.
I make no apologies to those this would offend.
