Unfortunately the multiple new years caused major headache for the city
of Ashtan.

I believe that Shallam and Bloodloch found the same headache.

Shops got charged 3 years worth of taxes and Ashtan got charged 2 years
worth of shop protection.

The city has forgiven 2 years of those taxes on each of the shops within
Ashtan. Anyone who overpaid taxes has either already been reimbursed by
Oceania or will be as soon as she can catch up with them.

Anyone who wants to donate to help cover that extra charge for shop
protection is welcome to do so.
